South Philadelphia Community Fund

A poverty action plan initiative

It is the mission of the South Philadelphia Community Fund, stewarded by the Greater Philadelphia Community Alliance formerly, Diversified Community Services and United Communities Southeast Philadelphia, to break the cycle of intergenerational poverty by supporting families. Along with various partner organizations, we are providing a one-stop-shop for benefits to help families. The South Philadelphia Community Fund will serve clients in person and online providing access to benefits including housing counseling, educational workshops, direct financial assistance. This collaborative partnership is funded by the United Way’s PROMISE, an initiative to lift more than 100,000 Philadelphians out of poverty.

MEDICAID: Free State medical assistance that pays for health care services for eligible individuals.

MEDICARE EXTRA HELP/PACE/PACENET: Prescription cost assistance.

TANF: Temporary Assistance for Needy Families, also known as Cash Assistance.

Housing and utility programs

  • LIHEAP/CRISIS: Program to help pay heating bills.
  • Homestead Exemption: Tax relief program for homeowners.
  • PTRR (Property Tax/ Rent Rebate): – Provides rebates on property tax or rent.
  • Weatherization: Access to free weatherization and energy efficiency improvements to houses and rental units.
  • Grandom Oil Grant: (seasonal) provides emergency heating oil during the winter season.
  • CAP (PECO)/CRP (PGW)/TAP(PWD) – Utility programs to lower monthly bills and/or create payment arrangements.
  • Direct Financial Assistance: Assistance for utility, rent, and mortgage.
